Children, especially toddlers, love to move around to rhythms of favorite songs or just in everyday play: when he plays and moves around a lot it does a lot of good for him in getting exercise and helping his limbs develop.
There are so many games you can play outdoors with children and there's so much to be gained from being outdoors as well. You might get a bottle of bubbles and blow the bubbles and have the child or children chase around after the bubbles and pop them: this will certainly keep children happy, excited and moving and costs very little. You can even get a large refill bottle of bottles very cheap.
Hold up a red balloon in your hand in the air and if one of the children is wearing red they have to run toward you, the same for other colors.
Children seem to love this little game, plus it teaches them colors.
Stand in front of the child or children and make movement for them to all follow such as raise your right hand and tell them to raise the same hand, then the left hand, left foot, etc. This will teach coordination. You might even laugh and then they will laugh or even sign a familiar song. There are endless possibilites with this game. You might make the sound of a dog barking or a cat meowing also.
You might string a rope from one place to another and have the children follow along the rope with one hand or the other. They will have fun and some might even get tangled depending on the way you stretch this rope. Perhaps put a little treat at the end of the rope for the first child
to reach the end.
Then you might try walking around in a circle and having the children follow, then in a straight line, jumping up and down, etc. There are lots of varieties you could do with this game: let one of the children be the leader or take turns being the leader.
This are just simple games that require very little in the way of items necessary to play and so much fun for small children. Take the time most of all to spend time playing with your children either indoors or outside.
