Cut 18 inches wire; bend to make wings. Tape arms and wings to back of cone, placing shoulders about 3/4 inches below top of cone, and bottom point of wings 4 inches below top.
Draping the Frame:
In dishpan, mix 2 parts water to 1 part glue. Soak 1 towel in mixture; wring out. Drape towel over the head, placing the points in front and back; smooth towel over face, letteingo ther corners drape in back. Dip another towel; tear it into strips. Wrap arms (you may need more than one strip.)
Draping Wings:
Dip a towel; fold in half lengthwise; drape over one wing. Starting 1 inch from tip, tear lower edge of towel to give wing a feathered look. Make other wing the same way.
Wrapping underskirt:
Dip towel; gather 1 corner; stick onto waist. Drape 3 more towels the same way. Fluff towels to form underskirt; hide towel edgesi n folds. Tear a 2 inch strip of towel; dip; wrap over points to form waistband.

Drape 2 more towels, starting at the shoulders and crossing them in front. Drape another towel in back, between eings. Fluff skirt, turning lower edges under.
Draping Sleeves:
Dip a towel; fold under on 1 short edge for sleeve hem. Drap, hem side under, over forearm, with one corver on wirst. Bring opposite corner up over wrist (so seam lies on inside, next to body) and up to shoulder. Bring back corner up and fold loosely around neck. Make the other sleeve in the same way.
Finishing head:
Glue hair to top of forehead. Dip a towel; wrap diagonally around head just behind hair; let ends drape in back. Let angel dry for at least 48 hours; fluff any sagging pieces as they dry.
