Zoning laws are established by the state, municipality or city, and therefore affect small businesses.

Yes and zoning laws are also established by the state municipality or city. We are not involved in it as a special entity, but obviously zoning is one of those things that's part of your business plan. For example, if you want to start a home based business, you have to ensure that in fact the location where you are residing (which is a residency) is zoned for a commercial business system. And with that, what are the limitations as far as what kind of business you can have in a residential area and what are the commercial zoning parameters. Zoning laws are absolutely critical.
