Cutlery is various types of instruments for cutting, preparing and eating food. In addition to knives, it includes forks and spoons, but most people don't usually think of these implements when they think of cutlery. They think only of knives.
Scissors and shears do not really fall into this category either, because they are not really being used for food. When you think of cutlery we think of cutting food. You would use a kitchen shear to cut chicken. A cutlery set would include things like a meat cleaver and cheese knives; anything that's used for cutting, preparing and eating food.
