Massage therapist licensures and certifications vary depending on the state requirements.

Most states in the union have licensures and in order to get a license you have to have a certificate from the state or an approved vocational or massage school. So I think that the best thing to do is ask them if they have a license. If they have a license, then they certainly qualify to do massage. Now there are some states like Colorado and California that do not have state licensers, but they have municipality licensers. California has municipality licensees, but the licensure might be different in Los Angeles as compared to San Francisco. The majority of the states have a state license.
