Minorities and women play on a relatively equal playing field when it comes to government loans.

It's a level playing field. It's really based on all the criteria we talked about. Most banks will not entertain loan applications without a business plan. I can assure you that, but we do recognize that there are instances for socially or economically disadvantaged groups and SBA has programs to assist them in making sure that they can also open the business they choose to.
