The outside is an uncontrolled environment. You never know what you are going to get it. The UV index could be higher one day than another. I don't think it's bad to be out in sun, I just think you have to a little bit more careful if you are out there for long time.
You should also use sunblocks. The amount to use depends on your skin type. The way sunblock works is that an SPF of 8 would give you eight times the protection that your skin would naturally have. SPF 15 will be 15, 30 will be 30, and so on, unless you are very fair. You may want to wear a higher protection of sunblock and re-apply it after a certain amount of time. I mean you wouldn't want to be out there for five hours with SPF 8.
The time of day has a lot to do with how well you tan also, because early in the morning to mid-afternoon there are more UVA rays, where at the peak of day there are more UVB rays. It would be better to be out earlier in the day or later in the afternoon than at the peak of day.
It's always been my contention that indoor tanning is less harmful than outdoor tanning, because you are in a controlled environment. You have a controlled amount of exposure to a certain type of light. You have controlled timed exposure as well. With outdoor tanning, you can go out for a couple of hours and not realize you are burnt until you come back. I am a firm believer that sunburning is the biggest problem, because you over-expose yourself. Indoor tanning is like a little greenhouse with a certain type of light. It's fully controlled. That's always been my opinion.
