I think that depends on the circumstances. Some states will generally just look the other way, even though it is asbestos, because it is a residential owner. It's minor relative to the big scheme of things and it depends on what they are doing and how dangerous it is. Certain floor tiles and asphalt shingles are particularly dangerous, whereas boiler breaching and other items are particularly dangerous. So it depends on what they are doing and the particular state that they are in. Many states will just look the other way but they might specifically have a law which indicates they should not do so. Removal generally costs a couple of dollars per square foot.
