Anybody can go down to city hall and get a building permit. You just go down to your local municipal building and you file for a permit. For example, I want a screen porch on my house. They would want to see some drawings of what I intend to do. So, you show some sort of drawing. People can do their own drawings, however, you need to be very careful with measurements. There are zoning ordnances on buildings. You have to be so many feet from the front property line, side property line, and rear property line. This will all depend of course on your city. So, you need to plot out a plan. They will want to know what sort of structure will hold this up. They will want to know the size of the ceilings. Most often, a homeowner could find a design professional with some experience with that. They can help you out in the process. For a nominal price, they can do a page or two of drawings for you. Then, you can take them to the city. It's often very appropriate for the homeowner to go to the city, and they will help them understand the process.
