In case of water damage carpet restoration, it depends on what category of water. If you look into this IICRC standard you will see that there is category I, category II and category III. What that means is: white water, grey water, and black water. White water is clean, drinkable, potable water. Grey water would be dirty water (but not contaminated) that may be overflow from the washing machine. Then black water would be sewage contamination or maybe an overflowed river, where there is silt and living organisms in the water. Each of those has a different mode or level of clean up required.
White water, it may be all they that have to do is extract all that water out, put on some fans and dehumidifiers, then dry the structure down and then reinstall the carpet and clean it. In the case of grey water, it might be necessary to replace the cushion or padding underneath and maybe some of the flooring if it soaked in and caused the particle board or plywood to buckle. It depends on what the carpet is on top of and how long it has been wet. In the case of black water (that would also involve something like molds), because it involves living organisms, typically the correct restoration there is to replace it. If you cleaned it up, it is very hard to sanitize that padding underneath.
