Comfort level - You want your baby to enjoy being in the high chair so he/she will sit and play. While padded cushions may not be necessary for every baby, think about roominess. Too many cushions or a narrow seat may cramp bigger babies. Also, a footrest is another option to keep baby feeling secure.
Functional and durable - Ask yourself: How does this chair function? Is it easy to put baby in and take baby out? How easily can baby be strapped in and out? Remember your baby will spend many feeding times in this chair. If it is hard to use, it may not be worth buying.
Safety - This is perhaps the most important factor to take into consideration before buying a high chair. High chairs with a JPMA certification (Juvenile Products Manufacturers Association) are considered the safest on the market as these have tested to high safety standards. Looks for this safety label and/or an equivalent when buying a high chair.
