Flood insurance covers water that comes into your home from an outside source, which is different than a broken pipe within your home. Most homeowner's policies specifically exclude floods. It is a separate policy that you purchase. It's just for floods and it's run by the government flood program. Otherwise, the only people that would buy flood insurance are people in flood zones, which means you are probably going to have a claim that would cost a fortune.

We are doing it with the government involved and people in California are helping subsidized people in Florida and vice versa, because they are all in flood prone areas.
