You know it's not necessarily that we are asking people to give something up. Really all we ask is that they do whatever they are doing efficiently. So if I want to clean my drive way, yes it would be really fun just to get out the hose and wash all that stuff out into the streets. Spraying water can be a lot of fun, but I can get out a broom, I can do a lot of other things to accomplish those goals. If I need to flush a toilet then I can do that effectively with 1.6 gallons; why would I want to through away five? Why do I want to pay for the infrastructure that it takes to use more water? So building pipes, enlarging sewage systems, adding capacity to plans; these are things that everyone ultimately winds up paying for. So whether I am frugal or wasteful with the excess water, that's going to cause me as a tax payer. I am going to have to help fund those improvements to the infrastructure either as a ratepayer or taxpayer. It just makes sense to protect the resource, get the greatest milage out of it. People love a car they can get 45 miles to a gallon of gas as long as it's got acceleration, good cargo room and it's comfortable and it's reliable. When we have those same technologies of water conservation, why would we not want to do that same resource protection in terms of water?
