For most communities there is a process that must be followed, which would begin with identifying the conditions of the property. You have to determine soils and existence of or absence of groundwater, things that are unique to the landscape. So you would identify those conditions on that site. You would then, based on that information, select a system that is appropriate for those site conditions. That is usually then submitted to some permitting authority who reviews that design. If it meets all the standards, they will then issue a permit, and then you can go out and install it. Some states allow individuals to put in their own systems; some do not.
