Maintaining it yourself would include knowing a little bit of HTML and a little bit of photo editing. The main thing is that you always keep the design looking the same and because if any pages don't have the same look and feel as the other pages the user tends to feel like they have left the website and gone somewhere else, at least subconsciously. So, you want to make sure that the "look and feel" is always similar.

When you're hiring a web designer the best thing to do is hire one who can build the website in a way that you will be able to edit later with your HTML and image editing programs. What I generally do with my clients is build a website and install a content management system that the client use to edit all the text, put up images, take images down, edit images, all those kinds of things.

It's important when you hire a web designer to find out what happens after the website is finished, that is it built in a way that's easy to make changes. Sometimes that can be more expensive, but in the long run it's a good investment because you'll have control over updating that website later on.
