Step 1
Decide if you want to mount the window blinds on the outside or inside of the window frame. Measure the width and height of the area where you'll be mounting the blinds. Remember not to measure larger than the width of the rice paper.

Lay the rice paper on a large, flat surface. Use the yardstick to draw a rectangle the length of your window, plus 12 inches and the width of the roller barrel included in the roller shade hardware. Cut out the rectangle.

Turn up the bottom of the rice paper to create a two-inch hem. Sew up the hem using a sewing machine. Do not sew the ends closed.

Lay the roller barrel along the top edge of the paper. Attach with pieces of cloth tape four or five inches apart. Lay a piece of tape along the entire top of the paper and roll the roller barrel over onto the paper. The roller barrel should be completely covered with rice paper and held securely in place with tape.

Step 5
Measure the wooden dowel and mark to the width of the rice paper. Cut the dowel using the saw. Slide the dowel into the hem you sewed earlier to weight the bottom of the window blinds.

Step 6
Attach the cord wheel included in the roller shade hardware to the end of the roller barrel. Install the mounting hardware in place with the screwdriver. Attach the window blinds to the brackets and you're done!
