Step 1
Set up a work space to clean and paint the blinds. A work table works well, but a better idea might be two sawhorses with two boards running between the sawhorses to form a rectangle.

Remove the blinds from the window and place them in your workspace. Look carefully, as they might slide in and out of a bracket or they may be attached directly to the wall.

Put one set of blinds between the horses on the planks of wood to begin cleaning.

Clean the wooden slats with warm soapy water. See if you can find a way to prop open the blinds, so they are always in the open position. If they are really dirty, use a toothbrush or small brush to clean. Make sure you rinse off the soap.

Let the wood dry.

Apply a layer of a high quality primer-sealer paint to seal the wood. Shellac based primer should be enough, but you might have to use an alcohol based primer if there are stains in the wood. Use a small, long brush and avoid any drips; double check during the first two hours of drying time for drips and brush gently to smooth out any drips.

Step 7
Allow the paint to dry thoroughly. This may take up to 48 hours. Keep the blinds laid out on the makeshift table while the paint dries.

Apply the finish coat. A semi-gloss latex paint looks attractive, plus it is easy to apply with a brush. Make sure the paint is dry, before re-installing. Again check for dripping or running paint during the first few hours and correct with a gentle use of the brush as necessary.

Reinstall the blinds.
