It really just depends on what you want to get out of the sport, what kind of thrill you are looking for - if you are more of a bird watcher or a fisherman or if you are looking for some white water thrills. So I wouldn't say there is any one perfect location, it depends on the individual.
The biggest difference is that when you are paddling in a river there is a current to deal with. So that means it exaggerates all the strokes that you make. As the current flows around and over obstacles in the water it turns into white water. When you are paddling in a lake you don't have current so you don't have to worry about those sorts of things but you have other concerns. As far as creeks go, creeks are typically smaller than rivers, so there is not as high of a flow, but it's a steeper gradient and there could be more branches and rocks and that sort of thing. You just need to know where you are going and what the water is going to be like.
There are some people who travel to South America or Asia just for the white water. There are people who go to the boundary waters of the Great Lakes for that experience.
