There are guidelines as to when you have to file and when you don't have to file. Our clients sometimes think that they didn't have to file but the IRS will not settle one of these cases until all of the tax returns are filed. I recommend that young people go into H&R Block or Jackson Hewitt or any local accountant and take in their W2's that they get from the company they work for and ask him if they need to file a tax return. Or pick a phone up and call and ask him. Most people these days do make enough money to where they are supposed to file a tax return. If an employer pays someone more than $600 in a year, they are supposed to send him a 1099. And if they don't, then that person is supposed to still claim that as income. If I mow yards on weekends for extra money, I am supposed to claim that as income. Now what percentage of the people do you think claim that as income? When you go mow a yard and they pay you $25 cash, there is no record of that.
