The important thing is (above all) make sure that you get a bike that's sized properly for you. I can't say this enough. A lot of people obviously just look at the dollar value of what they are investing in and they may not have a lot of money to spend, but you don't have to spend $1000 to get a great bike. You can go into a nice bike shop and explain that you don't have a lot of money, and that doesn't mean you wouldn't spend more later. You can spend as little as $300 and get a brand new bike that has a full warranty that probably has some kind of service guarantee where they give you a couple of tune-ups; and best of all, you can get fit by somebody who is professional. He is going to make sure that you are not riding a bike that's two sizes too big or two sizes too small where you have a risk of hurting yourself; or even worse having a really terrible time and feeling like you never want to ride that bike again and you have wasted $300.

There are a lot of department store level bikes that may cost half as much, but I have easily seen those bikes also cost as much as $100 to get reassembled the right way. It's nice to have somewhere to take the bike back to as well. So buying from a small bike shop allows you to come back and say "can you help me out with this? I am having some problems."
