Judo is an art that puts a lot on emphasis on throwing people. The shortcoming from the self-defense standpoint is if you are talking about being attacked by someone considerably larger than yourself. That's what you think of when you are thinking about self-defense. Throwing them is not nearly as practical as kicking in the kneecap and elbowing them in the jaw. Think about a 110 pound woman getting attacked by a 220 pound man. Picking him up and throwing him over the shoulder is not really the best answer.

Tae kwon do puts a lot of emphasis on kicking in tournaments. There is so much of emphasis on kicking and kicking to the head that it is not practical on the street.

Judo and tae kwon do are the two of the most common and popular sport martial arts. I think they are the only two included in the Olympics, if I am not mistaken because of their nature. They are very easy to score, very easy to decide who won and who lost. They don't necessarily hold up in a self-defense setting as well. So they have different emphasis about them.
